I really love this feature of the American government, where it can not only be shut down due to inter-party fighting, but the parties are arguably incentivised to use brinkmanship around the shutdowns to advance their own policies.

I don't know, on paper it's actually a very nice idea that tries to force bipartisan co-operation, but in these times of highly divided politics it seems to cause a lot of trouble.
