Well I know a local guy who gets called by the state to kill bears who've wandered into residential areas, so I don't know what you mean by "can't escape a bear" bears can't use the internet, bears dont rope you into a relationship and justify the abuse with Christianity

Nah, he's some state licenced hunter, been doing it for like 30 years. It sounds like the state actually just contracts people to do stuff that they have an ability and talent for. Usually in rural areas there's some local citizens who cooperate with state and local agencies for stuff like this. Probably gets like $50 bucks or ammunition covered or something
