The RIPE  database tells you who the holder of an IP block is and the postal address they registered with RIPE NCC.

It doesn't pinpoint where individual IPs are actually being used the way IP geolocation websites and services do (like https://db-ip.com etc). It's showing you the contact information of the org owning the network, not the physical location of the network/IP. Only the inetnum/inet6num field is meant to be for geolocation but in practice it's just "where is this organization" because it's not actually validated.
