well yeah, it was first discussed as a good thing that keeps the machinery of government running smoothly no matter what assholes are elected. It is simply meant to mean the workers of the civil service. The people hired to do their jobs. But, never missing an opportunity to turn a phrase inside out, propagandists used it as something to feed our need to have enemies that need to be rooted out and crushed.
