If the contest boiled down to being a cowboy and fucking as many alien species as you can, then sure, Kirk would win.
Even accepting that they come from different generations, Picard was a better captain. He was logical without sacrificing that certain element of adventurousness that Kirk had.
He also has his fair share of sexual encounters.
