The government would rather try and block out the sun and stop cows farting than go after oil companies, and tax them to put subsidies on renewable energies. Also it is counterproductive if they want solar panels to power a lot of energy. Less sun->less energy for solar power. Not to mention plants need sunlight to grow and they absorb CO2. Will fuck with crops as well.
