Depends on what country you live in. 1st cousins are allowed to marry in many Eu countries.
In USA depends on which state you live in. Marriage of course - Otherwise consenting adults do what consenting adults do.
"Cousin marriage is legal in many parts of the world, including most of Europe, the UK, South America, Australia, parts of Africa, Asia, and the Middle East, as well as in Mexico and Canada. In the United States, laws vary by state, with some allowing first-cousin marriage without restrictions (like New York, California, and Florida) while others prohibit it or have specific caveats like Arizona, Illinois, and Utah"

What about just some fun sex? I can testify that at age 12-13 it WAS!!!!!!!!!!!!!!!!!!!!!!
And based on the first two humans - You and I would not be here if not for incest between Bro and Sister and even Bro and his Mom. Dad of course with daughter did what early man does.

Africa has more genetic diversity than the rest of the planet combined does. There was a choke point where only a relatively small number of people left Africa by crossing over into Eurasia from the land bridge in Egypt. All human populations living outside of Africa are both inbred and mixed with Neanderthals (which were a species of hominids that lived in Europe).

We can blame it on the Females of modern humans.
Neanderthal-derived genes descend from at least 2 interbreeding episodes outside of Africa: one about 250,000 years ago, and another 40,000 to 54,000 years. Interbreeding also occurred in other populations which are not ancestral to any living person. An individual whose ancestry lies beyond sub-Saharan Africa may carry about 2% of Neanderthal DNA. Sub-Saharan Africans can carry Neanderthal DNA, presumably descending from modern human migration between Eurasia and Africa. In all, approximately 20% of the Neanderthal genome appears to have survived in the modern human gene pool. This Neanderthal DNA may descend primarily from the children of female modern humans and male Neanderthals.
