I typically throttle my upload rate to 0 kb/s and only increase it if my download is slow. If I do raise the throttle, I stop seeding immediately after I finish downloading.

i usually upload with 2 slots (Citing a deleted or non-existent reply.)Kb per torrent while i download, then i stop when i feel like it.
if i particularly enjoyed the thing i downloaded and would like to help make it available to others, i'll continue seeding to at least 2.

They have no way of telling how much you shared. What they do is join the swarm and gather IPs of everyone they share a piece with, then subpoena the ISP to reveal dox and send them a threatening letter demanding jewgolds.

They can stay part of the swarm and monitor people their upload rates to catch the uploaders, but you're right that they probably just go after everyone in the swarm at that time.
