And so goes the use of quotas in law enforcement. You get a perverse incentive to "enforce" in cases where there was nothing there to enforce. The former leader of the Philipenis, Duertes, set loose the police to rid the country of drug dealers and drug users. Well as could be predicted, you'd get some ordinary fellow turning up dead on a street corner among the druggos. And in the USA, private detention centers are further incentivized to get taxpayer dollars to hold foreigners as long as can be managed, to maximize the value. More recently, people showing up at border points to take care of paperwork to get a visa or whatever find themselves pulled aside and stuck in some shithole detention for days, weeks, months, and all the while they ask, what the hell is going on and the answer is "I don't know", like you got stuck in a Kafka story.
