There's actually not much that gets put onto final reduction anyway, and it's always a game of who can outrush the other. So actually it won't be much that goes to £0, especially after it offers them to staff and charity first. Just headlines.

Hopefully this is tied to people's benefits so when they take the free food the more benefits they are on the less they get. So a hardworking nurse on benefit top up sees no reduction and gets free food while a slob doing nothing all day gets fully sanctioned.
"Slobs doing nothing all day" are a tiny minority of benefits recipients. The idea that someone on benefits is lazy is classist and not reflective of reality.
