It is indeed a Nazi symbol. But it was just in an illustration (not a very good one) made for the article. Donald Trump, Pete Hegseth, the Department of Defense had nothing to do with that illustration. Linas Garsys drew it for the Washington Times.

It appeared there because many social media platforms will load in things like the story headline when a story is linked. That's clearly what happened here. Trump saw a link saying his new recruitment ads were doing well, and then Truth Social (the platform) pulled in the picture and headline.
You can see this when the Truth Social tweet is not deceptively cropped.
