Remember when Anne Heche died and the firemen had her in a body bag and she burst out of it when they were loading her into the back of the ambulance? Do freshly dead bodies ever just start flailing around like that? Is that unique to burn victims or was she still alive and they just thought she was dead?

To actually answer your questions:
1. Yes, dead bodies do flail about like that, for several reasons. There are many amusing stories undertakers have told where the dead people's arms or legs flop around, or even fully sit up, and scare them.
2. If she was alive then it was very barely alive. Pretty sure she was dead.
