In the 1970s, it was becoming difficult to get planning permission for supermarkets that looked like the typical American-style stores.

Comes from overly strict building design guides in Essex in the 1970s. Asda wanted to put a supermarket right next to a town square. The addition of the clock tower meant the building fitted in better with its surroundings. After that it kind of just became a meme.
