My guess is "team of writers." Most shows have a full deck creating the content for the show, "moment of zen" kills 10 seconds and was funny to 10% of the audience, then they move on. It was also that last dying breath of cable TV having some control over stupid videos, as America's Funniest Home Videos -> Talk Soup -> Tosh.0 wrapped that era up.
