If winning the Presidential and Congressional elections are not enough to take control of the government and fire employees, what needs to happen exactly?

What prerequisite would need to be satisfied to call this a legitimate democratic government?

Continuously improve critical government services

Bring top-tier technical talent to public service

Partner with federal agencies to scale best practices

Rethink how the Government buys digital services
