I can believe it that it was unintentional, and he just made some unfortunate gestures onstage without really thinking about them. But what I find really hilarious is the parade of his fans enthusiastically imitating his salute. They don't have much of an excuse.

Look, I don't like the man either. I really don't. But I also don't think he's a Neo-Nazi. There is probably some overlap between what he wants and what white supremacists want, but he doesn't fit their ideology in a some important ways. He isn't antisemitic (and has actually buddied up with Netanyahu), and he supports certain kinds of immigration and isn't pursuing an ethnostate. It is much easier for me to believe that he made a social blunder onstage, than that he is a part of an ideology that he doesn't really fit in with. In general he's just a tactless, impulsive guy and I really think that's a simpler explanation.
This whole situation is pretty ridiculous all around, to be honest. But I think that calling him a Nazi is inaccurate and probably won't hurt him much anyway.
