California has a dry humid climate that allows for fires to naturally start up and a high population centered in the Southern half and the Bay Area which means more people to do stupid shit that starts a fire.
Add in other environmental factors like climate change bringing new colder weather to traditionally hot climates and you add new variables to how a wildfire can start.
