In the USA you get your identification card from the government's Automobile department. Many areas are not traversable at all without a vehicle, there's no sidewalk or safe area beside the road to walk or bike. So many people are locked into poverty because of high-interest auto loans they are required to have to hold a job.
Don't let anyone tell you that this radical car-centric culture has nothing to do with this. Road rage and vehicular manslaughter are the direct result of this system.
