The United States has a graduate visa. People who are recently graduated can travel to the United States. That's about all I know about it. Maybe a few will date and start a relationship with an American.
The thing about people with degrees is that many foreigners absolutely don't want to live in the United States permanently. The healthcare situation, political division, and general right wing bias of the United States is a turn off for many people.
