No, they don't have their dicks cut off. I looked it up (lmao), and found at least one Black Library book where a Space Marine's cock is referenced:

What you've probably heard is that they're sterile, and as far as I'm aware, that's still the case. I don't think that any Space Marines in the lore have had kids. Not because they're dickless, just because they're not really interested in sex and/or they're too genetically different to breed with normal humans.
As a setting, 40K doesn't really focus on sex much anyway. And I think it works better like that. I like watching the Space Marines shoot aliens, I'm not too concerned about their love lives.

For it to be lore accurate to my army, I would need to make a case that looks like a gothic cathedral and that is beyond my abilities.
