Yes. Russians are already withdrawing. There is no chance the new government will want two large Russian facilities on Syrian soil.
The EU and US are pushing for the rebels to close the bases, which means it's almost certainly inevitable. The EU/US/UK can offer Syria far more than Russia could ever hope to.
