I've always thought that "just go outside and talk to people" is really terrible advice for building social skills. Random people in public are unlikely to want to talk to strangers. But, more importantly, someone who lacks social skills will probably be quite nervous if they force themselves to start talking to someone, so they'll probably come across as weird or "creepy", and end up feeling even more afraid of socialising.
A much better way to build social skills and to meet people is to be in spaces where, broadly speaking, everyone has a shared goal or interest. That could mean a workplace with colleagues, but it could also be a hobby or club of some kind.
