Men on the whole, have a net contribution to those programs. If men want to claim independence, that matches the overall structure of society. Men support themselves, and then pay into welfare for women.

The only one I care to really press: women are not independent, and still depend on men through welfare. Men overall would have a net financial gain if it were all ended tomorrow.
You're right, they haven't birthed anything yet, but they have done it to other mammals and trials for humans are starting now. At the rate technology progresses we will be there within our lifetimes.
For a middle class budget in the meantime, there are many third world countries with legal surrogacy.
