Unless I have invasive dementia, the mobile interface has recently started displaying History as well as Topics, Bumps and Stuff.

For a citation to count as read/seen, you have to visit the thread itself; just loading the History page doesn't count. You have quite a few unread!
I've added a button to quickly clear them all.

The button I have added to both desktop and mobile, yeah, if that's what you're asking.
If you're asking if the citations behaviour differs: no. It's always been this way on desktop and mobile. Citations only clear when you visit the thread. So the ! sticks around.
