I have not found any similar flags or symbols that have the swallowtail cut that the Alfa flag has. Some localities have flags with white and blue rectangles, including Monaghan and Waterford (seen here) in Ireland.

OK on wiki I found mention of a historical locality in Cuba called Trinidad Maritime Province. Wiki just uses the Alfa flag itself for it.
