When you open Steam and let it load in the background while you watch a video or browse the web, it captures focus for the loading box. So you click back to the browser, and continue. Then, it captures focus again, this time full screen. So you quickly click away back to the browser, and continue. Then, it captures focus AGAIN, for the same thing as the last time (the store front has finished loading). So you click away, and continue. Then, it captures focus again, to show you a pop-up ad.

Content delivery platforms are a bit of a cancer. Yes it's convenient but it has its claws all the way through your machine. 'Sandboxing' can help with a dedicated Steam laptop I guess.
I don't game but I run 2 computers for this very reason.
