It seems doubtful given that dog meat is supposedly not cheap in North Korea. Fancy a visit to the new luxury dog meat restaurant in Pyongyang? It's a delicacy in the country according to Reuters.
Why would dog meat, that sells for double the price of chicken in NK and the same as 2kg of rice, be used for military rations? It doesn't make sense.
