Puerto Ricans on the Island have the right to vote in the presidential primary. They cannot vote in the presidential election when on the Island.
Those who live in the USA can register and vote.
I suggest you take 5th grade again.

Step outside once in a while and you'll know that most Peurto Ricans do everything they can to move off the island, making them eligible to vote.

Given the fact that living as 2nd class citizens on the Island is not an optimal place to be.
Fantastic lovely place to be until the weather made a mess and the Puppet Master USA Gov, did not do much to help at all.
