I was able to help my situation by putting a few bucks in savings (even if only 20 or 30 bucks), putting a bit into retirement, and keeping up on bills every payday. That way when something went badly and I needed to raid money it wasn't an emergency. I could skim some money from savings, pay bills a couple weeks later, or load up credit cards as a last resort. It's like a sponge you can wring out when needed.
Also multiple accounts! I have an account that's painfully slow to get money out of but pays good interest (laddered CDs also work once you have a few thousand saved), a local bank, and a few smaller options as needed in a pinch.
But there's no replacement for a good income coming in. If the money's not there to start with, it's hard to work miracles.

I was quite bad. I'd spend more than my income would allow and not pay attention to my balance. I've become better with time, in the sense that I don't go into debt to buy any more.
