1. There's always pain with gain
The economy has improved and the empire is no longer bleeding energy, but previous optimistic projections were indeed too optimistic because they did not take into account that by now we have a 30% larger fleet that still requires more ships. Therefore the empire will delay the building of the ring world and instead focusing on improving our Dyson sphere.
2. United in our culture, but mostly in the army
If the combined unity in the empire was a number that we could measure, we would be bleeding 1500 unity every month which eats away our unity build up from the golden eras. Therefore the empire is in need of military jobs because military jobs will not just extend our fleet capacity but also unite our multi species people/aliens/things.
3. Rumors of corrupt AI
Among top leaders and specialists, there's talk that the empire's "Stellaris AI" or "sai" is not on the right side. There's reasons to believe it is producing second grade designs for the ships in our fleets.
