I don't mean to be offensive at all. It just sounds similar to the stereotypical English "pirate" accent when a Netherlander speaks English. Am I off here?

Yes. It sounds nothing like it. The stereotypical "pirate" accent is UK West country - Bristol to Cornwall (cf. Hagrid in Harry Potter)
