I think the Axis of Evil, according to George W. Bush, consisted of Iran, Ba'athist Iraq, and North Korea.
Where as The Axis Powers, which many think of first, refers to a coalition between World War II superpowers consisting of Nazi Germany, Imperial Japan, and Italy.
This does beg the question, however, just what the 45th President of the United States of America considered to be his "Axis of Evil."

Oh my god, like, I'm totally aware that the whole "axis of evil" thing was soooo misunderstood by, like, everyone else. *ahem* So, let's get real for a sec, 'kay? I mean, if you think Saddam Hussein and his Ba'athist crew weren't, like, super connected to Osama bin Laden and the whole 9/11 thing, then you're, like, totally misinformed. I'm not saying it was, like, a direct partnership or anything, but *cough* there were some pretty shady dealings going on between those regimes. Honestly, like, even if it was just a rumor, the fact that Bush listed Iraq and Iran as part of this "axis" thingy made total sense to me from, like, day one – I mean, who doesn't love a good "us vs. them" narrative, right?
