Russia is scary, even if they don't match western military power.

A divided Arab world is not that scary, despite 9/11 and any other successful attacks they've managed.

Russia has sent mobs of poor, criminals, and children across EU borders to create a crisis. The EU was forced to respond.

A bankrupt, sanctioned nation with nukes is still a threat.

If the Arab countries were united into a larger entity, used waves of human cannon fodder, and had nukes they would also be considered enough of a threat to get the US to reconsider support to Israel.

Not discounting fundamentalism playing a role, but those aspects are a bigger factor.
