If I were to kill thousands if not millions of people. I would established a social system that convinces the public that my system is good and that those who are struggling in it has shunned the system. To ensure that my system works I would ensure that industries that govern housing, groceries, water, and other survival necessities are ridden with internal systems such as red-lining to keep those who argue against me out. Then use price gouging to ensure that nobody could afford these basic services. I would twist the word of Jesus to my favor while doing this too. This is the perfect eugenics tactic to be honest.
