There is a latch when you open it (on some windows), but you can disengage the latch to open the window more fully. As far as I know there's no regulation that a window must have them.

The regulations regarding windows are:

1. The glass is made of safety glass
2. If used to satisfy ventilation requirements, the window must have an openable area of at least 5% of the floorspace of the room it is in.
3. First floor and above, all habitable rooms must have a window which can be used to escape a fire. The window must be minimum 0.33m^2 to allow a person to climb through.
4. (Indirect) Properties must maintain a particular rate of energy efficiency.
