It's totally factual. Imagine all the Millions who prayed after the first tower was hit. Those prayers in no way changed the outcome of tower 2.

My reply was only about God and what role God would have in 9-11. I have no clue how anyone would handle what occurred on 9-11.
Disasters and shit happens. IF a God exists than perhaps the prayers to Allah aka God for Muslims, played some perverse role.

If asking for direct intervention, then yes. Christ instructs us to pray for our daily bread, not for events to be shaped to our desires.
