In my country there was a consistent rumour that a well known television presenter went to accident and emergency because he had a Vegemite jar stuck up his bottom. A large proportion of the country knew about the rumour. Guess what? He was gay and many people knew it. Homosexuality was illegal. So someone got excited about the idea that he's a gay presenter and started a rumour, which stuck.
Until someone actually says "I had sex with Lyndsey Graham" we should just assume it's just idle gossip or speculation.
