People might assume immediately that he is telling a lie: he is exploiting his unpopularity in the USA to help Donald Trump (his true preferred candidate) gain a popularity boost.
However, I believe that there is another layer beyond this. In actuality, he really does prefer Kamala because he considers Trump to be unpredictable. He knows Harris will continue with the current status quo regarding Russia, but he doesn't know what Trump will do.
As a result, he is endorsing Kamala because he knows that it will cause people to think he's secretly endorsing Trump, causing them to move to Kamala.
Putin did not endorse Conmala. He said it as a joke.

It's not really a conspiracy. It's pretty obvious that Putin would prefer the (impotent) sanctions that Biden started and Kamala would continue. You know with Kamala you're just getting more of the same.
Trump however would also want to stop the war and he's a lot more difficult to plan for. Putin is well known for calculating his actions based on how he expects his opponent to react. Nobody knows what Trump would do, but we know he has publicly vowed to stop the war in 24 hours.
I think Trump, as a wild card, frightens Putin and he would rather see predictable Kamala win. But he knows that people will second guess him because for some reason people think that Trump is for Putin and Putin is for Trump.
He knows the average joe in USA is against him. He knows people are going to think that he's telling a lie - that he says he's for Kamala because he's actually for Trump, and he's saying he's for Kamala because it will make people not want to vote for Kamala.
But actually it's because he does want Kamala. It's also a way for him to exert a bit of power and thumb his nose at Kamala. She has to kind of just silently accept that Putin is for her, she can't exactly say "No, Putin is wrong - don't vote for me".
