The supreme court ruled in 2005 that any local use of cannabis affects supply and demand in the national marijuana market and as such, the interstate commerce clause applies. The first time you touch marijuana is a misdemeanor crime, the second time you touch marijuana, you have just committed a felony crime!

I'm pretty sure this only really applies to "trashbag of weed" guy if he drives on the highway with it. Agents are way too busy to mess with your doobie.

It applies to any amount of marijuana, anywhere in the United States. If it's at least your second time touching it, you're committing a felony. Of course Federal prosecutors are too busy to take on the additional caseload, but that doesn't make it any less of a felony.
