Unfortunately fixing a problem requires understanding it.
As long as this is attributed to culture, rather than understanding the material factors that influence behavior driven by biology, it will not be fixed.
Men have to compete to keep their genes going, and the harder those pressures the more violent they will be. Women aren't subject to the same pressures, and as a result don't react the same way.

The men who can simply ignore these pressures are quickly eliminated from the gene pool, making them a minority and anomaly.
Women have more to lose by taking in risks like a life of crime, naturally they make the choice to take the safe route.
Believe in evolution or not, it shapes human behavior nonetheless.
