No, I asked which was worse, a private shameful act or a public shameful act. You said that the only difference between the two is whether seeing the act victimizes someone. I think the problem is that you're asking about shameful acts instead of harmful acts. Someone can be shamed for an act that I personally don't think harmed anyone
I also don't deem certain acts to be harmful based on what Christianity finds sinful
I personally don't think it's inherently harmful to film yourself having sex, or to masturbate to that footage
