The OEM pays for a license, and that's baked into the price.
No one itemized the cost, but you still paid for it.
Sometimes you can contact the manufacturer to get a refund of this cost in exchange for giving up the windows licence. Some users would do this if they planned on installing Linux Ubuntu instead.
