It's almost certainly a deformation of the Spanish surname, Rosete, in turn from French Rosette or Italian Rossetti (diminutive of rosa, i.e. "little rose"). I would guess it's a deliberate mis-spelling by whichever first generation Spanish immigrant came over to Louisiana, as it was fairly common to do this - new world, new family name.

Matt is derived from French Mathieu, from the Latin Mattimus, from biblical Mathemat, related to the Arabic name Mahamat (also transliterated as Mohammad).
