Paying someone to keep quiet isn't a crime. They only got him on it because he used campaign funds, which defeats the spirit of the law because the people who gave that money to him overwhelmingly don't care and would prefer he was left alone by the courts.
34 counts only because 34 payments were made, not actually 34 different crimes.
Extorting someone for cash is a crime, but the Democrats don't care about that for some reason.
