He didn't say that. He said that he felt he was the most qualified. Not that she isn't qualified.
That said, I think she has less of a chance than Biden in beating Trump, because America will never vote for a woman president, and they were deeply spooked by the last black president (which is why we over-"corrected" to Trump). They need to pick someone who can win, because the stakes are far too high.

Perhaps one term was enough. A good way to be able to say "see look, we're not racist, we had a black president and we all got along." But two terms? We can't let these uppity blacks think they belong on the world stage with the rest of us. Let's elect the most openly racist and xenophobic president we've had in decades to remedy that. Because he isn't afraid to tell it like it is.

Or maybe they voted for Obama hoping for reform, saw the Democrats do nothing, and then voted for Trump because he was the only candidate that seemed anti-establishment. Bernie had that perception too, and had popular support, but the Democrats made sure that he wasn't an option.
