its not only whites that do this, american indians apparently have a higher amount of sexual dimorphism, so im going to go out on a limb and say hunting is probably the deciding factor...
asians tend to have longer lived civilizations, and place a greater focus on rice and fish in their diet, so theres less need for their men to go hunting, both of which tends to lower testosterone requirements.
blacks prefer zero civilization, so everybody needs to be roided up to not get cannibalized.

Obesity gives many black women large chests, but that's beside the point.
All black women have high-T, even the ones with fat chests. Their bone structure and muscle mass is masculine. Blood tests of those women will show higher T than white/asian women.
