Wrong. That's not what it means at all. The actual laws only say that, while searching fort he best candidates, include non-white people.

That's measured by how many are admitted or hired. If a group is below the expectation, they are considered discriminated against, and then given preferential treatment to make up for it.
Why would minority candidates bother putting in the effort if they can rely on quotas to get them in anyway?

You are misinterpreting those charts. Blacks are traditionally underrepresented in universities. Without AA, university students would be 100% white males.
