It's going to be windy and rainy as fuck. I could first go out in it and buy a fancy jacket and pants, maybe even fancy shoes. However I will probably all ready be wet once I reach the store. I have backup clothes at work but those are pants with joint burns in them.

But you see it's fancy, built to survive and keep you safe from heavy rain. It's expensive but I don't feel like buying something cheap that keeps you dry the first 10 or 20 min

No, I understand. It will still work if it had a further covering. But it will weather and degrade over time. If you had something else, a plastic Mac perhaps, over top, then it will look new for longer.
