But you see it's fancy, built to survive and keep you safe from heavy rain. It's expensive but I don't feel like buying something cheap that keeps you dry the first 10 or 20 min

No, I understand. It will still work if it had a further covering. But it will weather and degrade over time. If you had something else, a plastic Mac perhaps, over top, then it will look new for longer.

Oh I see, yeah, agreed. I mean, for a storm, why not add a poncho. I think they even have similar ones to what the Americans wore in the Vietnam war.
