Official act isn't a magic passphrase that lets him do anything he wants.

It grants him immunity from acts carried out as part of his job as president. The armed forces are for foreign threats. He can drone someone without worrying about prosecution. He can't order a death domestically, because the constitution explicitly protects the right to life for its citizens.

Officially the job of the commander of the armed forces is not to use them against citizens domestically, saying "official" doesn't mean the courts will let him do whatever he wants. The dissenting justices take an interpretation that isn't relevant, because they aren't defining official acts or why those acts get immunity.
