Yes, mods can and do ban people for topics that weren't even posted by the person. I've seen it happen a lot. On the other hand, it's pretty clear that this guy is never going to be banned, as his topic is one of the very few topics nobody has topics about.

I know a lot of you guys aren't that happy with me. But I want to be. I feel a connection with my family, I feel like I'm a good person. I like my friends, I like my job, I like my girlfriend and I am happy. I just want to be happy. I have a job that I love, I have people that I love.
